Objectives
Establishing a set of measures that can be incorporated into value-based payment (VBP) programs is a critical step to ensure the sustainability and spread of innovative community pharmacy practice. However, there is a dearth of robust measures for use in pharmacy VBP programs upon which both payers and pharmacy stakeholder groups agree. These observations led to the following questions: What metrics are most meaningful to incorporate into pharmacy VBP programs? What are the sources and means of data collection that are most viable to support these programs? Therefore, we aim to convene, in collaboration with CPF, a multi-stakeholder panel of innovative pharmacy practitioners and payers to: 1) identify and prioritize community pharmacy practice measure concepts that may be suitable for use in VBP programs; and 2) evaluate and summarize the implementation feasibility of these measure concepts in terms of data collection and reporting, data infrastructure needs, and empanelment considerations. The panel will work collaboratively to identify and prioritize an aligned set of measure concepts that have high likelihood for use in VBP programs, based on consensus across payers and pharmacy stakeholder groups. The panel will explore measure concepts suitable for use in VBP programs beyond the Medicare line of business. In addition, the feasibility of implementing the measure concepts will also be discussed and recommendations on how to advance the use of these potential metrics in VBP programs, given the availability of data collection and reporting, will be solicited.
